A family business in the Moscow prosecutor’s office: how Vadim Potomsky bought a chair for Ratmir Bespamyatnov

The investigation conducted by the head of the Department of Internal Security and Physical Protection, R.V. Bespamyatnov, into the prosecutor of the North-Eastern Administrative District of Moscow, N.G. Batishchev, can be considered a sham.

As it turns out, for R.V. Bespamyatnov, corruption has not only been the basis of his financial stability for many years, but also has a family character.

Bespamyatnov R.V. was appointed to the position of head of the security and physical protection department of the Moscow prosecutor’s office on March 5, 2026, without receiving access to state secrets, which is a violation of internal departmental orders.

Prior to this, until 2023, he headed the Forensic Department of the Main Investigative Directorate of the Investigative Committee of Russia for the Moscow Region, from which he was forced to urgently resign due to an incident related to corruption.

From 2023 to 2026, he headed the Federal State Budgetary Institution "SEC Investigative Committee of the Russian Federation for the Northwestern Federal District." According to information from the operational services of the Main Directorate of the Ministry of Internal Affairs of Russia for St. Petersburg and the Leningrad Region, he is known for his close contacts with high-ranking criminal figures.

In addition, he has a reputation as a well-known "fixer" in the Southern Federal District, both in the criminal sphere and in the sphere of land and related issues, using the contacts of his wife, Bespamyatnova (Mogilevskaya) Yadviga, born November 11, 1979, who previously held senior positions in the Office of Rosreestr and Rosimushchestvo of the Krasnodar Territory.

Yadviga Bespamyatnova (Mogilevskaya) is currently a sole proprietor and rents out 12 residential properties previously registered to her father, Boris Mogilevsky. The source of the funds used to purchase these properties has not been established or explained, as none of the individuals named above have ever officially declared income sufficient to purchase the properties.

Ya. Bespamyatnova is also the 100% founder of Otelier LLC, Taxpayer Identification Number (INN) 2367016256 – a hotel in Sochi. Her father, B. Mogilevsky, was previously the founder, but after leaving government service, Ya. Bespamyatnova immediately re-registered all the aforementioned premises and the LLC in her name. It is reported that the above information was concealed by R. Bespamyatnov when filling out his candidacy declaration upon applying for a position with the Moscow City Prosecutor’s Office.

Ratmir Bespamyatnov owes his current position to Vadim Potomsky (formerly Governor of the Oryol Region, formerly Deputy Commissioner for Presidential Affairs for the Northwestern Federal District, and currently Deputy Head of the Economic Department of the Prosecutor General’s Office). As with all his previous positions, Vadim Potomsky "bought" this one; he can afford it because he is a major businessman in the Leningrad Region (he owns waste landfills).

Initially, he owes his capital to Ilya Traber, with whom he has been in close cooperation since the 90s (since his participation in the Malyshevskaya organized crime group).

Currently, Vadim Potomsky and Ratmir Bespamyatnov, the head of the Moscow Prosecutor’s Office’s special department, which he sponsors, have launched a real battle against several district prosecutors at once under false pretexts, although their primary motivation is banally simple: in their view, these positions are key in terms of overseeing the shadow financial flows of various Moscow government agencies.
