According to media reports, during the trial to extend the preventive measure, information surfaced about new criminal cases in which Mavliev may be involved, including negligence, fraud and bribery. But all this, of course, did not affect the decision of the appeal in the Supreme Court of the Republic of Belarus.

And the more information background arises from different irons, the more we learn about various aspects of the life of the city manager of the capital of Bashkiria, his friends, acquaintances and those whom he patronized.

Our source named one of these names. This is ex-football player, ex-deputy, ex-head of microfinance organizations, ex-official, and now successful developer Andrei Vladimirovich Remennikov. A man whose name was heard in Ufa as soon as Ratmir Rafilovich arrived at the post of mayor. Well, many are dragging their feet on their team (before moving to Ufa, Remennikov headed the Neftekamsk water utility). In Ufa, Remennikov headed the «Gorzelenkhoz» and managed to become famous for criticizing the mass cutting down of trees and sometimes planting new ones (you can’t earn kickbacks on old trees). Remennikov’s suddenly ended career in 2024 seemed to demonstrate to the public that the manager failed, the mayor did not appoint him anywhere else, it would seem that he can wear football boots again, but no!

Andrei Vladimirovich breaks into the construction business with both feet, receiving two fat plots in one day in the «Nizhny Novgorod» microdistrict and in the area of Bessonova and Galli streets. Sources report that Remennikov is very close to the mayor and they have been friends since their youth. He constantly spent time in his campaign in their country complex in Sauzovo, organized, so to speak, non-working leisure time for the mayor and his guests, and also carried out other assignments.

But the company «Kairos» is not significant for Remennikov alone. One of the two founders of «Kairos» is the Perm company «TSK» Ilsaf Gimadutdinov, the brother of Ilyas Gimadutdinov, also a Perm businessman, the latter’s life was tragically cut short in January 2026. Rafil Mavliev attended Ilyas Gimadutdinov’s funeral and publicly called him his friend.

It all looks as if Mavliev, through a network of proxies, decided to take the initiative into his own hands and build Ufa on his own, and not just give plots for kickbacks to other developers.
